The United Kingdom has taken one of its strongest steps yet against Israeli settlement activity in the occupied West Bank, announcing new restrictions on trade with Israeli settlements and describing the situation as involving ethnic cleansing and settler violence.
UK Foreign Secretary Ed Miliband said on September 8 that Britain considers Israel’s occupation of the West Bank unlawful and accused extremist settlers of using violence to displace Palestinian communities. However, the UK has not formally designated all Israeli settlers as terrorists under a legal terrorism designation; Miliband used the term “settler terrorists” when describing violent extremists.
UK Announces New Sanctions on Israeli Settlements
The UK government announced a series of measures targeting economic activity connected to Israeli settlements in the occupied West Bank.
The measures include:
- A ban on imports of goods produced in Israeli settlements in the occupied territories.
- Restrictions on economic and financial activities connected to illegal settlements.
- Measures targeting services linked to settlement activity, including construction and financing.
- Restrictions involving advertising for properties located in illegal settlements.
- Personal sanctions against individuals accused of supporting or facilitating settler violence.
- Further restrictions on activities that could contribute materially to settlement expansion and the occupation.

UK Calls Israeli Occupation of West Bank Unlawful
A major part of Britain’s latest announcement is its stronger position on the Israeli occupation of the West Bank.
Miliband said the UK now considers the occupation of the West Bank unlawful in its entirety. The British government has also repeatedly stated that Israeli settlements in the West Bank are illegal under international law and that continued settlement expansion threatens the possibility of establishing a viable Palestinian state.
The announcement follows months of growing concern from the UK over settlement expansion, Palestinian displacement and violence by extremist settlers.
In June, the UK had already introduced coordinated sanctions against individuals and organizations accused of financing or enabling settler violence. The government also advised British businesses against conducting economic and financial activities in illegal Israeli settlements.
UK Accuses Settlers of Ethnic Cleansing
Miliband accused extremist Israeli settlers of carrying out violence that is forcing Palestinians from parts of the West Bank.
The British government has previously condemned attacks on Palestinian villages, property and religious sites, while calling on Israel to prevent settler violence and hold perpetrators accountable. 12 Countries Back Restrictions on Israeli Settlements

The UK joined Canada, Denmark, Finland, France, Iceland, Ireland, Norway, Poland, Portugal, Spain and Sweden in expressing support for restrictions targeting goods from Israeli settlements or considering similar measures through their national procedures.
The joint statement said settlement expansion and increasing settler violence were undermining the possibility of a two-state solution. The UK, France and Canada said they would introduce national measures to ban trade in settlement goods.
The countries also called on Israel to stop settlement expansion, address settler violence and prevent the forcible displacement of Palestinians.
Israel Rejects UK Position
Israel strongly rejected Britain’s latest position.
Israeli Foreign Minister Gideon Sa’ar condemned the UK measures and announced retaliatory steps against Britain. Israel said it would move to close the UK’s consulate in East Jerusalem following Britain’s decision to restrict trade with Israeli settlements.
